Hastings Children’s Aid Society
1967 - 1976
In 1968 the Society moved to 311 Front Street, leasing the second and third floors of the property for a period of five years for the sum of $20,000.00 per year. The next few years brought various problems including more emotionally disturbed children, government cutbacks and growing dissatisfaction amongst staff.
In the early 70's, the employees of the Agency were represented by F.O.C.A.S, the Federation of Children’s Aid Societies. This was an initial effort provincially to organize social and child welfare personnel into a collective body. In the early 1980's the Federation gave way to representation by the Canadian Union of Public Employees, Local 2197.
In 1974 there were approximately 20 staff and two supervisors employed by the Society. The annual budget was $680,000. R. Larry MacDonald joined the agency as Department Head of Family Services. The Administrative structure included two Service Department Heads, a Financial Department Head and the Executive Director, Bruce Kerr. The Society's main office was at 311 Front Street, Belleville with small sub offices in Bancroft and Trenton.
.Foster parents were paid on a three category rate structure: $1.00 per day for infants and toddlers through to 5 years, $1.25 per day for children 6-12 years and $1.50 per day for teens. Special rates were available for certain types of need and behaviour, adding an additional 25 to 50 cents per day. Clothing and incidental costs were covered by the Society. For a period of time the Agency operated its own clothes cupboard providing new clothing for those admitted to care.
